The Rural Sanitary Mart (RSM) as a stand alone or
combined with the Production Center is an effective
strategy of TSC to meet sanitary ware and services
demand. It functions as a hub for providing Alternative
Delivery Mechanism in terms of low cost sanitary items
and services. Usually, this involves setting up a
Production Center for manufacturing of low cost sanitary
hardware and marketed through RSMs generally managed
by a government agency or NGO. The objective of establishment
of RSM is not limited to its functioning to accelerate
the pace of the sanitation programme but also to provide
need based, locale specific people centered system
of outreach services of trained masons, economically
viable low cost sanitation options including the various
low cost designs of the super structure and catalyze
the change in behavior and adoption of hygiene facilities
through IEC materials such as pamphlets, posters,
brochures, stickers, etc. However, the viability of
such RSMs/PCs often depends on demand generated for
toilets. The key features and Provision of RSMs/PCs
under TSC are:
RSM is an outlet dealing with the materials required
for the construction of not only sanitary latrines
but also other sanitary facilities required for individuals,
families and the environment in the rural areas. RSM
should have those items, which are required as a part
of the sanitation package. It is a commercial enterprise
with a social objective.
The main aim of having a RSM is to provide materials
and guidance needed for constructing different types
of latrines and other sanitary facilities, which are
technologically and financially suitable to the rural
areas.
The Production Centers/ Rural Sanitary Marts could
be opened and operated by NGOs / Panchayats.
For this purpose, about 5% (subject to a maximum
of Rs. 35.00 lakh) of the total TSC project outlay
has been earmarked. Funding for this component is
in the ratio of 80:20 between the GOI and State Government.
A maximum amount of Rs.3.5 lakh per Rural Sanitary
Mart/ Production Center can be provided under the
TSC. The fund provided to NGOs/ Panchayats for setting
up of Rural Sanitary Marts/ Production Centres should
be used as revolving fund. After RSM/ PC attains a
level of sustainability the fund should be returned
to the District Implementing Agency. A lot of flexibility
is given to set up RSMs as per local conditions.
